Capacity building is fundamentally about improving effectiveness, at the micro and macro organizational levels. Invest Punjab has always emphasized the importance of Capacity Building aimed at furthering the organization’s ability to do new things and improve what is being currently done.

With this aim, The Chandler Institute of Governance (CIG) and the Punjab Bureau of Investment Promotion (Invest Punjab) have been working closely since February 2020, to enhance investment promotion and management strategies to drive investments into the State of Punjab. A Collaboration Agreement was signed on 22nd May, 2020 between CIG and Invest Punjab, a key milestone in the partnership between the Government of Punjab and CIG.
The collaboration agreement outlines the areas of the partnership developed jointly through discussions between CIG and the senior leadership and investment promotion officers of Invest Punjab. Some of these areas include research support; enhancing the processes of investor outreach, investment facilitation and regulatory approval; talent and skills development for Invest Punjab officers; and improving the attractiveness of Punjab as an ideal investment destination.

- Designing of Competency Framework for Performance Appraisal of the Sectoral Officers for which Focus Group Discussions with Sector Officers were conducted by CIG. The application of the same is underway.
- CIG is working on creating Industrial Transformation Maps (ITMs) in the Sectors; Agro and Food Processing, Technical Textiles, Engineering – auto-components, agricultural implements etc., Healthcare – diagnostic equipment, medical equipment etc.
- CIG has conducted 6 workshops towards Investment Promotion Skills Enhancement Training Programme for Invest Punjab from Nov to Dec 2020 ranging from Investment Targeting and Lead Generation, Investor Facilitation and Engagement, Presentation and Negotiation Skills, Investor Support and Aftercare etc.
- CIG has extended support for conducting Regulatory Knowledge Training Programme for Investment Officers.
- CIG is conducting capability development and training of Punjab Small Industries & Export Corporation Ltd. (PSIEC) officials for the Industrial Park Planning and Development in Punjab.
- CIG is also examining change of land use (CLU) regulatory approval processes to understand about the CLU challenges and systems in Punjab and suggest a way forward.
The Government of Punjab has been taking initiatives to ensure ease for the business throughout the investment lifecycle of the investor. Punjab’s Ease of Doing Business Reforms have been catalytic for the extraordinary economic growth realized by the State. The State has also created an online land bank with GIS-based mapping for land identification. The collaborative partnership with CIG will usher in a new era of Ease of Doing Business within the State, through enhancement of business processes for facilitating investor management and lead generation and shall go a long way in improving the organization’s performance and enhance its ability to function and continue to stay relevant within a rapidly changing environment.
